Being a fresher in HR they need to get in any type of similar job(even if the salary is too low).
For HR, consultancy is the best way to enter immediately and earn as well.Later after the industry is booming they can get into companies.

Regarding the permission it can be 2 hours permission (twice in a month).
Approved by reporting authority and forwarded to HR.
If the hours exceeds it can be taken into LOP.
No other specific policy for permission.
