Can an employee on Sabatical leave (due to current market condition) work as a consultant in other organisation. Is it ok if the both the companies are ok with it and if they do not raise a conflict of interest issue?

I beleive, it is an opportunity to be an entrepreneur.
And apart from it, one has the right to do whatever one can to support him/herself to grow on the personal and professional fronts.

I am unable to understand why the person should have to go a sabbatical to be working for another organisation. No company would be comfortable with the idea that a person on rolls, currently on a sabbatical, would be providing consulting services for another organisation.
I agree that if both companies do not have a problem, it should be OK, but how many companies would think of it in that manner (whether a short term consultancy or plans to become an entrepreneur)?
Rana, a person cannot test the waters as an entrepreneur, because entrepreneurship requires total dedication to the new venture. There are a lot of teething problems which need constant attention and it would be difficult with a person having his feet in two boats.
