Hi,

Competency Management refers to the exercise we map the skills, knowledge and abilities to do the job with the 'ideal' set of competencies.

The whole process briefly is mentioned below:
1) Identifying a mission of the organization.
2) Developing Behavioral and Functional Competencies to do each job. This has to be aligned with the mission of the organization.
3) Interviewing employees to rate them on the listed competencies.
4) Identify gaps.
5) Map the gap through Trainings, assessment centers etc.

The whole process also involves development of a competency dictionary. It helps in recruitment of new talent, identifying training needs, appraisal of existing employees etc.

Competencies are the underlying characters that which enables the superior performance.
& Competency Mapping is the process of identifying the Competencies that a Individual has which is enabling superior performance

so there are various frame works for the competency mapping & and various types of Mapping process

Try reading the book " hand Book of Competency mapping " by seema Sanghi
you will have a good idea

yes Mr. Rahul has suggested a good book :competence at Work" by Lyle M Spencer & Signe M Spencer
and if you can get the paper published by David C McClelland "Testing for Competence rather than intelligence" will help you a lot in the project. I am sharing tht article for you here
