Can any one help to bulid a portal for training and Development,

i am looking for the concept pool as well a good brainstroming session from you all.

The objective is to collect the training needs from all the depts as well as from the individual employee thro' the portal and they should be processed by the HRD,

how it should be designed and how is should be processed until the trg evaluation datas are fetched.
