Because the HRs are better and brighter than the best and brightest as they are responsible for hiring and keeping the best and brightest :)

Because 'the best and the brightest' cannot manage people. Mostly, the best and the brightest are introverts. They can't mingle with people. HR is not just human resources, you have to manage human relations, you have to become humour resources, you have to become highly reliable - all these qualities are some how less compared to the experts who can manage people effectively and get the things done. It is a known fact that only above average people succeed in life. Not the best and the brightest who focus on 'marks oriented education', now we need 'result oriented education' which creates leaders, not the best and the brightest in just getting marks by way of byhearting the content without understanding the concept.

HR for years has been support function ar at least percieved to be so by people in and out of HR .
With rising dependence of business's on people in the new knowledge economy and ideal led business growth .....HR is evolving to the main stage function ...
New CPO, CHRO roles are going to steer the board to new realms of HR. These newer challenges and associated rewards will ger the best and the brightest.
