There is difference between Recruitment & Staffing.
1. When we do recruitment for our organization, they call it as recruitment.
2.When the same requirements outsourced to vendors or consultancy's to be filled by them it is termed as Staffing.
3.Recruitment is part of every organisation.
4. where in Staffing is entirely different industry where we fetch requirements from clients and do the business.

Thank you very much for your inputs, your expereince and suggestions makes me more clear and the way you guys respond makes me to post some more topics, where in which i can always draw water from the wells( expereinced people) which as plenty of gud water( information) in it.

Yeah i will accept with jagan regarding mass mailing or bulk mailing or whatever term you use to reach a massive group of people thru one mail you spend.
Since in my expereince, i have got gud profiles and closed even project manager positions,
so from my point of view mass mailing is a gud tool , when a recruiter shoots the mail with all required informations regarding the requirement and whatever details he requires from the candidate is 100% done except some cases.

A recruiter shud have gud understanding of Requirements( so gud knowledge about technical terms or domain wise IT,ITES,Non-IT terms).
Gud communication skill to interact with candidates and at times with clients.
Sourcing Techniques - various methods of sourcing.
Screening - how to find out a right profile amongst millions of profiles.
Negotiation skills & influencing skills.
Above all you should have Patience.

There is no specific policies talking about permissions, its all depends upon the individual company policy.
whenever there is a permission request from an employee, 1st he needs to send it to the concerned reporting person and get it approved and that reporting authority should forward the same to the HR Dept, stating ( whatever the reason for what he is requesting for permission) and whether that specific hours will be compensated by him on the other saturday or some OT can be done.
Generally this is how it goes.
If am wrong or missed out something , thing our other members will help in more breify....
