Do companies really follow Non Disclosure Agreement? Some companies don't even have that as a part of employment policy anymore. Why?

NDA is still followed as one of the best practice. Yes as you stated there are companies who do not follow NDA as part of the employement policies. One of the reasons being high attrition rate wherein the situation is beyond control. But most of the companies adapt to NDA as part of their other agreement formalities and procedures. NDA's are strictly followed with service industries.

See Particulary this type of policies are followed in the service industries where , companies are giving lots of efforts for customers profiling and data base so always there is score of the industrial espionage so they strictly follow the NDA.
Bcoz they specifically deals with the cliantle and prepare there own clientle bases, and there is lots of intence competetion out there so the compny Follow the NDA as precautionary measures for the mishapps and leackage of the important informations.
