Good write up. I agree with you for self-motivation. However, inspiration for self-motivation will come only when employer recognises your services, sincerety and honesty. We do best on our part but still if a little inspiration comes from the Employer, our self-motivation scales up. Very nice to read your write up.

Normallly nobody gives increment letter. But if you are specific
you can give. I think it is wiste of our time. However, the
increment will be notified through salary slip. If you are
giving some sort of special increment or cash incentive for
completion of particular project/task, you can issue a
letter praising his service.

The details given by you is not sufficient. You have to identify and give the core reason for the problem. Is it related to the employees inefficiency or marketing strategy or finance problem, or management not taking timely action on the problems projected. We can deal with only after getting the information on the above.
