Why shopping malls are giving a chocolate instead of Rupee coin?

This is a situation I have been facing of late. Though the people behind the cash counter have enough change, they are intentionally avoiding giving back small change. Is this because of the myth that shoppers tend to not react when offered such things? Or is this another way where the vendors are misleading us with their antics under a sweet guise?
