SALARY COMPONENTS

Dear All,
i have been engaged with HR department of emerging FMCG company, i do have a confusion regarding 3 crucial part of CTC structure.
HRA, MEDICAL RE-IMBURSEMENT & LTA
HRA-- should i deduct the same from salary at the end of the month? in what cases an employee has to show the receipt and all to get it exempted under it act 1961?
LTA: should company deduct every month from salary to be paid? is it an extra benefit to be given other then CTC?
medical-- should i deduct the same every month?
why should an employee submit the bill if it is shown as part of break up in CTC ?
please help me, i am more then confused
