Have ant of you explored using the People Capability Maturity model? I have been consulting for this model and really feel it is an excellent model to adopt. It has all the HR best practices relevant for an organization to attract, motivate and retain talent. It is a free downloadable model. Log on to Sei.cmu.edu and search for PCMM V 2.0 model. It is freely downloadable.
Would be glad to know your views on the same in case if you are using the same.
