Need to Setup HR Department for a newly company

Hi all,
I need some guidance on setup a HR Department for An IT company. below are some Question which in need to confirm.
1. First thing need to do for setuping hr department.
2. Process of Organization registration for ESI & EPF and what are the document required for the same.
3. What are the Mandatory Files need to kept or maintain with HR department according to ISO .
4. Relationship between Hr department & Account department.
I shell be very thankful if some one give his or her direction on it.

To set up the HR department , you first need to identify few factors :
1. Size of the company
2. Type of business
3. In which state you are operating
Secondly , about ESI and PF they are the statutory compliances but it also depends upon few factors :
1. Size of the business
2. Average salary of the employee
3. State in which u r operating
Thirdly, If your company is already been registered in ISO there are centain norms you must be following.
Like the 5 S culture , the record of the trainings , also there are various reports and records to be maintained .
