Firstly find out who are our clients.. i.e., what kind of resources your looking up in the business.

Try to approach the company based on the resources that you are working on. Then explain what all you have.

Estimate all the things which you need to consider.

Prior to this, do you have any work experience in HR. If you have then try to reach your clients where u have good rapport with them.

Estimate all your budget planning with all the requirements you r looking for.

Try yourself as a Freelancer, then you can have idea about all these.

Secondly, Consider all the aspects which are required to setup a Staffing Business.
