Shipra - I might have attended about 50 interviews till now. But, I have observed that HR people are very poor and bad in giving feedback, esp. negative feedback. For most of them "Silence" is the best response. I can't understand why they can't communicate bad news (i.e. rejection of the candidate) leave alone sharing feedback on why the candidate got rejected? I think all HR people in India require training on communicating negative news!

What is the best way to ask HR for feedback on one's candidature? Any email templates / suggestions?

Depends on your role...
If you are a job consultant you can directly ask your HR manager about the candidate's feedback but how friendly your relationship is works here. They give accurate feedback if your are more friendly with them.
If you are a candidate then better to go via consultant, if you have directly met with the HR then try to be in contact with them to know what's going on. If time gap is much then expected and as said they are not responding you should directly call and ask (with all details in short ) as they are taking many interviews so becomes bit difficult to remember each and every feedback.
