Yes, Manjari has put the good truth of recruitment. Also many times our client hide the details because of their current employees for many reasons.
If candidate will reach / call directly to client how will you judge the source of that CV / candidate.
Being a good consultant screen should be deep, knowledge sharing should be thorough, even after interview also you need to screen your candidate and your loose points.
Many times you can suggest best matching points of your candidates by highlighting them in the CV or mentioning if not there
if process takes time then make your candidate aware about this even before sharing the CV
Rest for interview process lot many companies are following lot many process so can't make interference much in it. Just consultant should play honest and candidate should play responsible role.

This interview is for senior position in HR, i believe he should take care of few points like -
1.Back ground of the person who is going to interview him
2.Competitors in private sector
3.Hiring in PSU is very different from private sector in terms of recruitments so more awareness about labor laws, compensation and other core HR related topics.
May be he has to answer how will he fit himself in PSU culture after working a long in private sector.
Many other points can be suggested but for this more details are needed

This is shipra Sr.Consultant for Power & Energy , Auto , Infrastr, Manufacturing and construction. You seem to be worried about HEAD HUNTING..... yes i have seen this Ghost many times. Every interviewer will ask the recruiter what you know about head hunting.
My views (against the market flow), will explain in the end.
Head hunting is just fitment nothing else
Head hunting is not for senior profiles only, it can be for junior level of hiring
Head hunting is nothing but straight forward asking about the skilled person you require directly by HR manager .
Let me explain --
whenever you need some specific skilled professional you have to do a search which is known as head hunting while there is no specific skill is required.
you have to make chains through references (it is thought to be lengthy and expensive hunting) if you tackle all of them honestly, it will increase your personal database which will be useful now or then, it can take time but can save time in future too.
Never cook stories to get your target professional, be clear and straight with the references it will help you better to get other skills generally required.
It will help you understand the roles in a better way which is very necessary for a recruiter.
How to close crucial positions
1.Mass mailing / calling
2. Post on networking sites (Linked in, Silicon , Brijj, HR Link and many more)
3.Try to find yahoo/ other groups based on that skill
4.Ask for reference to all your connections
5.Know your target company take out any number, directly ask for reference for that skill (don't cook stories)

If you are a job consultant you can directly ask your HR manager about the candidate's feedback but how friendly your relationship is works here. They give accurate feedback if your are more friendly with them.
If you are a candidate then better to go via consultant, if you have directly met with the HR then try to be in contact with them to know what's going on. If time gap is much then expected and as said they are not responding you should directly call and ask (with all details in short ) as they are taking many interviews so becomes bit difficult to remember each and every feedback.
