Behavioural Interviewing is a great way of ev aluating a candidate in the interview. It is very systematic and scientific. To my knowledge there are two approaches of doing this... they are two different approches, but it drives at the same result. One is called CAR model (Context Action Result); where we provide the context in the interview and encourage the candidate to provide what action was taken and what was the result of such action. STAR model is very similar... it expands into (Situation Task Action Result). And as discussed earlier... these models provide a much better insight into a candidate and it follows a basic philosophy of "Past performace is always a good indicator of future performance"

Very interesting question really and here is what I think about the differences.
To describe recruitment, I would use help from Edwin Flippo and according to him - "Recruitment is the process of searching for prospective employees and stimulating and encouraging them to apply for jobs in an organisation".
Recruitment enables the organisation to select suitable employees for different jobs. it is the most important function of the personnel department.
It is concerned with the discovery of the sources of manpower and tapping of these sources so that the potential employees are properly evaluated and the new employees are placed and inducted to fill up the vacant position in the organisation.
Recruitment aims at developing and maintaining adequate supply of labour force according to the need of the organisation.
Staffing on the other hand involves finding the right people, with the right skills, abilities, and fit, who may be hired or already working for the organization or may be working for competing companies.
Staffing can also refer to the industry and/or type of company that provides the functions described in the previous definition for a price. A staffing company may offer a variety of services, including temporary help, permanent placement, temporary-to-permanent placement, long-term and contract help, managed services, training, human resources consulting, and PEO arrangements, in which a staffing firm assumes responsibility for payroll benefits, and other human resource functions.
Cosulting however is the business of providing advice to clients for a fee in order to help them solve a particular problem or range of problems within a certain area of business. Consulting services are provided by consultants, a majority of whom have gained their expertise from previous employment.

"Balance Score Card" or "Balanced Score Card" is a concept where the Strategic management and Measurement System links strategic objectives to comprehensive indicators. Few companies tend to attach importance just to a few measurements, the balanced scorecard focuses management attention on a range of key performance indicators in an attempt to provide a balanced view.
The concept of "Balanced Score Card" was developed by two Americans, David Norton, co-founder of consulting company Renaissance Solutions, and Robert Kaplan, from Harvard Business School. Kaplan and Norton suggest that four elements need to be balanced:
The Customer Perspective (companies need to ascertain how customers perceive them);
The Internal Perspective (companies need to know those things at which they must excel);
The Innovation And Learning Perspective (how companies can improve and create value); and
The Financial Perspective (how companies are perceived by their shareholders).

I think it would be a wonderful idea to have a common association. There are many such associations on the net; but please try to make this association very different by addressing all varieties of concerns, best practices, latest news and updates and more importantly a space where each member can express himself freely irrespective of his position or where he/she works, discuss with industry experts; do try and conduct webinars and seminars regulary so that a large part of the community can benefit from it. I am sure there are many good thought leaders, in this forum who can make great contributions towards that idea.
